Basically, I want to make it so that the on-map music continues to play continuously through battles that occur, rather than stop the map music, play battle music, play victory ME, and then play the map music again.
I need to be able to toggle it on and off in some fashion.
Does anyone know how to accomplish this?

Do you need this globally or just for a particular section?
You could use the Save/Load BGM command.
You just have to make it so that before the battle, you activate an event that does the Save BGM. And likewise, after the battle: Load BGM.
It's in the 3rd page of the Event Commands, I think...

Just for a particular section. (The model I guess is probably the Siege of Dollet in FF8 and I am in fact using a related piece of music although it's not an FF fangame or anything, just a small homage.)

I didn't know that function did that. But...would that also make the map music continue smoothly into the battle without stopping?

If you want to skip the victory jingle when the map and battle BGMs match, simply add "return if $game_system.battle_bgm.name == @map_bgm.name" to Play Battle End ME, the same way you see it in Play Battle BGM.

To activate this effect, simply use the usual "Change Battle BGM" event, and select your map music.

Oh man, that's so cool! Thanks LC, I'm gonna test that soon and I'll let you know how it works (hopefully I'll get to that point in today's dev session).
Ok I AM SO SLOW YOU GUYS ORZ I just got to the point where I can test this.
So I hit a snag. The map music continues smoothly into battle but then when we go back out to the map the victory ME is playing instead of the map music.
I will try doing this but if there is a way that the victory music could play briefly after the battle, and then the map music resume, that would be more ideal.
Edit: I added that snippet of code and the Victory ME continues to play after the battle is over and we've returned to the map instead of the map BGM. D'oh.
Random guess: something to do with Yanfly Engine Ace - Victory Aftermath v1.03?
