Hi all.
I suspect this is a common enough theme, but we're taking our project, "OMNIS - The Erias Line", to Kickstarter soon and I'm starting some research into how much a top-quality artist would charge for character avatars, busts and portraits as well as promotional artwork and other sundries.
We have a fairly ambitious target and, if we reach our goals, we'll have a considerable amount to spend on supporting artwork. I'd just like to get a few ideas on figures.

From my experience with portraits, it fluctuates between $10 up to $25. Prices might be cheaper if you shop around, but definitely hold onto the same artist once you nab them for the sake of consistency.

I don't have any experience in art commissions, specifically, but I can tell you that when it comes to budgeting, always plan to spent more than you think to give yourself some wiggle room. In StarSkipp's instance, where it fluctuates between $10 - $25, I'd plan for about $35.
Sorry I can't help you with your specific problem, but this has just been my experience when it comes to planning a financial path. If I were in your position, I'd be looking around at artists and seeing the ratio of art quality to pricing. People have different prices depending on what kind of art they would do (facesets, busts, full body images, etc.) so being given a hard number like $10 - $25 is actually less helpful than you think.

Yeah, I've also emailed a few artists I found on DeviantArt inquiring about their pricing to get as wide a field of data as possible. Our budget contains a standard 15% extra on top for just the reason you suggest - namely that we don't want to risk accidentally under budgeting for anything.

I ended up doing a bidding system where I gave a description of each piece I would need and allowed the artists to submit their own price for the entire commission and expected time frame. My chosen artist's work ended up averaging $75 per piece, and the results are quite top notch. I had them designed in such a way that it is easy to reuse portions for face portraits, speaking portraits, and advertising materials all at once to save some time and cash.

I ended up doing a bidding system where I gave a description of each piece I would need and allowed the artists to submit their own price for the entire commission and expected time frame. My chosen artist's work ended up averaging $75 per piece, and the results are quite top notch. They are top notch, yes! I hadn't considered any kind of bidding process, do you mind if I ask where you hosted it and how, if at all, you promoted it? I realise I risk possible infringement on your trade secrets, but every pointer is a big boost at this stage.
No problem at all! I'd worked in government for several years, so I picked up a bit about creating a Request for Bid document, but there are resources for that sort of thing on the internet.
I hosted my bid document as a PDF from my Google drive. It's still available here: link. Note: I had initially asked for a couple of rough sketches to make sure the artist and I were on the same wavelength, but it turns out some artists really don't like having to do that (though most were happy to comply, so it's up to you).
I posted the request and link to the document in a few places, including my own web site and on RMN. The biggest response I got was from IndieDB; it cost a few dollars to place an ad, but the results were worth it. I ended up getting dozens of applications, and it was overwhelming for a while there. I would suggest against freelancer/artist aggregate sites; I ended up getting a lot of white noise responses from outsourcing firms doing questionable work for cheap. I was personally looking for an artist who was actually enthusiastic about the project, so I had more luck with a game-oriented site, though your needs may no doubt vary.
