Do fan drawn tilesets/sprites and so on based on poplure games such as pokemon and other rpg like games count as copyright infrengment?

If the sprites were originally from a commercial game, and were only edited, then they're still the original property of the commercial game, and it's copyright infringement. If they were drawn from scratch, it's not.

That said, if you draw a Pikachu from scratch and add it into a commercial game, since the creature in question is owned by Nintendo, they can make you remove it because you're using a trademarked character of theirs. If it's recognisably something that belongs to someone else, it can be tricky. If it's just a style, though, then it should be fine.

If you aren't selling it, then you are likely in the clear. Nintendo could theoretically ask you to cease and desist, but there are plenty of free-to-play Pokemon games on the site already, so you're probably fine, as far as I know ^_^
