When I had Pay Pal tied to my credit card I never had problems.
But my credit card expired. I used my bank account and transferred money to Paypal.
(Not required if using credit card.)
I tried adding money to my Steam Wallet.
I tried buying Steam Wallet codes from various websites.
I even tried to buy Steam Game Keys.
(Multiple different methods)
Well this is all I get.
This may be a problem caused by me living in Taiwan,
but when I had a credit card this never happened.

Haven't solved the problem with Paypal.
But I was able to find a way to get a electronic steam wallet code using cash.
To say the least it was a bit complicated (since they don't sell cards here.)
Anyone living in Taiwan wanting to know how to use cash to do this PM me.
Though I would still like to be able to use my Paypal account.
I had tons of issues with them in the past, that's why I only use them now if there's no other way.
The only way I was able to solve the issues was by contacting their helpline.
Do you have a virtual credit card service over there? You can use those to buy stuff from Steam.

I went to a convenience store called Hi-Life and used a machine to print out a receipt to get MOL Points. I paid for the points with cash and got a code. I then went home and logged into MOL and redeemed the code. I used those points to buy a Steam Wallet code. I then went into Steam and redeemed that code. And that doesn't account for the research that went into this.
The interesting thing is I don't need to pay taxes of games? I don't know if it's because I'm in Taiwan, but the purchase price of 14.99 for Ys didn't add any tax, so now I have 5.01 left.
I think of all the people I've talked to about paypal I'm the only one of them who hasn't had some kind of problems using paypal.

You may have to wait 3-4 business days for the money to transfer from your bank account to your Paypal account, depending on the bank. The other option would have been to pay by e-check but that usually takes about 2 weeks to clear. You can try again now and if you get the same error code, you need to call Paypal because they might think it's fraudulent activity. They're known to take precautions when something different happens on the account that hasn't occurred before.

I don't think Steam requires tax unless you live in a few specific areas (like the DC area here in the US or something)
But yeah, paypal's real touchy about stuff that goes on in its system
