HELP ME MAKE AN HTML SHRINE FOR RESONATE! [UNPAID / HTML]

Hi there! My game Resonate ~call out my angel~ was just Greenlit! (It's a free game!)
Now, as I work for the Steam version, I'd like to have a simple HTML shrine-like site for it.
I found that writing a walkthrough often helps my game making intents, so I thought why not have an early 90's looking shrine to go with it? I think it's a treat for the players, since Resonate is a throwback to the psx era specifically, and a nice way of having a gameplay guide and stuffs...
So, this is a shitty mockup:



As you can see it takes really elementary HTML knowledge (which I knew... like, 4, 5 years ago) but it is something that would help me a lot!


I am fashioning it based on this shrine site:

Except: Instead of a looping background, I'd likely add a static piece of art to the background. All tables would be a low opacity black background consequently to make them readable.
Navigation bar on the top of the page, content on the middle of the page. Low resolution friendly, so the content is pretty much grouped in the middle.

I don't need you to provide me ~everything~ as I can still substitute and edit HTML code, I'd just like someone to provide me with a few bases so I could type in the content myself! Most of the pages would be consisting of only the menu and a table. Thank you! XD
