Tried again like 5 more times, and only in 1 did I get Ozzy again. I guess that confirms it's not rigged.

Actually, it's as good as any other method. We usually end up lynching mostly town anyway. RNG might actually have a better chance of hitting scum.

I think you're jumping the gun piano, what if Kloe and odd, if everyone is in a team, are suspicous of eachtoher? Wouldn't it be in Kloes best interest to cry wolf about odd before odd could have a chance to cry wolf about Kloe? What if odd cried wolf first and afterwards Kloe? Just pointing out, I see that your reasoning is well made, but there are some variables.
