Looking for someone to teach me how to make a RPG Game or at least teach me the software used .
Will pay per hour.
You don't really need a teacher for learning how to use RPG Maker.
The software you need is RPG Maker. The version is up to you. You could try 2003, or ACE, or MV if you want the newest one.
They're pretty easy to learn, even without the use of tutorials.
Now, if what you want to learn is how to code your own scripts for use in that software, then yes, what you need is a programmer teacher. And depending on which version of RPG Maker you want to use, the scripting language will differ.
However, for most projects you can do well on your own, with the occasional help of scripts found for free online (just be careful not to use a script you don't own in a commercial game without the author's permission).

If you don't own any software, I recommend RPG Maker VX Ace Lite

It has limitations to the full program, but you need to start somewhere.

This is an awkward question to answer, as scripts can do almost literally anything. Does your game need a tactical battle system, rather than using the default one? Does your game have shops that fluctuate prices at various intervals? Is the maximum party size something other than four?
There's scripts for all of these things, and probably more. The only question is what engine you'd be using, as XP, VX, acn VX Ace are slightly different in how they are coded. MV is a completely different story, as it uses... Java, I think?
