How would I go about setting up these skills?

Skill 1 (Basic): Pinpoint
Carefully aims at the enemy before shooting, giving you a 30% Critical Rate increase when you attack.
 
Skill 2 (Active): Bullseye
Discovers the weak spots of the enemy and fires a single bullet dealing damage and ignoring Defense. (Cooldown: 4)

Skill 3 (Active): Sure Shot
Increases the Critical Rate of all allies by 1 stage for 3 turns. Your next attack will have a 30% chance to ignore Defense. (Cooldown: 3)

note: a single stage offers 25% increase

For Pinpoint, that might me a buff-like skill that adds 30 to the "CRI" stat. It might be listed under Ex-Parameters, unless they wildly changed the terminology. Does this effect "fall off" after the next attack, or does it last X number of turns?

Setting up an attack that ignores defense is probably the easiest part of Bullseye. That's just part of the damage formula. Implementing cooldowns would absolutely need some kind of plug-in. Like, maybe this one?

Sure Shot could possibly be a state like Pinpoint, but, my guess is that you'd probably have to do some checking against that state for each action that can cause damage to see if the 30% chance of ignoring defense succeeds.

Though, if you're doing processing to check if the state that Sure Shot applies exists, you might be able to make that state "fall off" as part the function that deals with damage. The same might be true for the state Pinpoint applies, assuming that also "falls off" after then next attack.
Ahh yes, these are temporary increases (1st skill) specifically activated for when they use that certain skill and then turned off for when they aren't using that skill.
