So, I really wouldn't mind having a place to post screen shots, blog about, and talk about progress in my game, but I don't have a demo, I don't know when I'll have a demo, but what I can say is that I work on the project pretty much daily. I already VLOG about it. But... the games portal makes it seem like it's something meant for a project that has a demo already. And I thought I would ask before I bother.
I'm not anticipating this posting, because I've been trying to post this message since yesterday. The board thinks I'm a robot.
Edit: Yay, it worked.

Actually there's game pages for games that aren't games, like engines, etc..
So there's a lot of lee way as long as it follows the sites rules.

I think if you really want to document your game progress you really should submit a game rather than any of the non-game objects.
Also I guess the requirement is still that you need 3 screenshots, so you can't submit a game that has no visuals (yet) or not enough variety for 3 completely different screeshots.
I keep thinking of submitting a game as well, to be able to write a dev blog, but run into trouble that my game isn't graphical (or even made with an engine). But maybe I'll attempt my luck.
