Why are you trying to open a map file? Those are used by rpg2k3, you don't open them on your own.

As Mirak said, those cannot be opened by you - they're opened by the program itself. To make a game you need the software. When it's opened, you direct it to the folder where the game maps are at and it will open them so they can be edited.
