I apologise it was my first ever post and im still really inexperianced with the RPG maker so i dont know how to describe it ...
I want to find an engine with a sprite layer that moves and attacks monsters inbattle instead of haveing a little box witha charactor picture in it and a cheasey animation?
I had a rpg maker that alowed for that kinda "final fantasy" type combat i just cant rember what it was

I think you're talking about RPG Maker 2003.
And please for the love of God improve your typing. Type like me, you know, with capitalization and punctuation in the proper places and all that good stuff. You seem intelligent enough, just post more competently so people take you more seriously.

Alright I will try much harder then. Is 2003 the only one to feature that battle system? I just checked it on youtube and found that it was the one im looking for but I cant seem to find a newer version with a simalar "system".
See, you're getting the hang of it. Keep it up! As for a newer version of 2003's system, I'm not sure. Your best bet is to wait until someone else posts with the information you need. Of course I'll keep you updated if I find anything.
