The first thing to do is double click the little speaker icon in the system tray and make sure that SW Synth is not set to 0.

One of the easiest way to make title screens for any rpg game is to either create your own in paint or edit an existing one in paint. Another way that is probably easier than paint is to use the program "i tool" which came with the rpg program.
