Because use what someone used or edit these or copy ideas?
I know some developers used programs to package game files made in TsuK or TsuK3 into a single EXE. Presumably to prevent people from stealing ideas/resources. I can't recall any specific names of programs off-hand, and I have no idea if the program in question could go the other way.
I'm not saying it's totally impossible to do it. However, knowing what method/program was used to package/encrypt the files in the first place may determine what could be used to use to extract them?

Oh, that's cool. Yeah, just look up "rpg maker encryption cracker" and tht should do it for you. As long as you're not ripping someone else's stuff.

i've looked it up and i can't find any for rpg maker 2003
Oh, you know what? I just looked it up and I think you might have a hard time finding one. RM2k3 didn't used to have an encrypter (well, it has one now that a legal version exists). I sure can't find one.

I've literally never heard of anyone attempting to open a VX project in Ace. For the lols, I tried doing it myself, and Ace returned an "Unrecognized file type" error at me. A brief Google search seems to return the result of "nope" as well. If that's any consolation?

Yeah, I never tried it but didn't have to. Every script for Ace we get warns it's not compatible with VX, which is pretty clearly telling that the RGSS is too different. I mean, they're technically both Ruby, but they're different versions.
