Population relative to what? Even within the indie scene, I feel RPG Maker is very much a niche program that makes niche games. Like, if you're talking about the population of people here, then, yeah, I'm inclined to think our user-base is more likely to use it. If you're talking about game development as a whole, and would include the likes of Squaresoft, Bethesdia, EA, and what-not, then I would have to say hell no, it's not widespread at all.
If we're talking semi-active users on this site who would at least vote for the Misaos and are familiar with RM history and use the actual RM program. I'd ballpark about 50 people, not including people who just come and go. Which is not a lot but it's what it feels like since 2010.

Regarding something like devs of RMWeb or RPGMaker reddit, eh I'd say maybe 500 people broadly speaking (again not including people who post like one help thread and disappear), there were 300 submissions for the latest IGMC which although not everyone who submits might be an RM user, it does speak to the commitment of someone who would know of the contest, might not have finished a big game but is into RM enough to submit to a company hosted game jam etc. Current active users on RMWeb says 1000 (this lines with how many people are currently using the steam version of MV) but I'd mostly attribute the community to just looking for help on to use RM, or will move on to other stuff later, the forums themselves aren't actually that active but not quite ghost town either.

Zooming out farther and looking at the steam reviews of RPG Maker MV and doing some calculations (not factoring sales) sold probably about 150k copies or more. Enterbrain in a financial report said about 2 million as a whole was sold by 2005, idk if it includes all the console versions and whatnot but of course that's before Steam. Steamspy says RM steam copies as a whole sold probably about 1 million copies which lines up. So then factor in the amount of people that actually installed the program and got beyond their first map and you're probably evidentially left with the 1000-2000 people that are active in any shape or form.

If we compare that to something like Unity, that has 1.5 million active creators (the 2 billion ""users"" number is a bit misleading). Something like 50% of all games are made in it, and doesn't even have a paywall, then yeah this the above is pretty dwarfed. Hard to find similar numbers with Unreal engine as they have "7 million users" but monthly active I can't find anything on. In short RM as a whole is big (and likely waning) but is still peanuts to other gamedev platforms.

Most of these numbers I pulled out of my ass and google searched, so take it with a grain of salt. But it's interesting to think and guess about.

I would say that with local and smaller communities the RM population is about twice as big than his estimates. That isn't a huge number, but it's important to note how fragmented it is in comparison with some newer gammak solutions.
