If by "the non-Steam version" you mean you bought the official English release of RPG Maker 2003 from RPG Maker Web, then I'm afraid that still won't work with DynRPG. DynRPG requires version 1.08 of the unofficial fan port of RPG Maker 2003, and if you bought that somewhere, you got ripped off.

Yeah, Aubrey's right. DynRPG only works for the pirated version. If you want to be able to make plugins, you'll need the Maniacs Patch.

least it only costed 2 bucks to get.
How am i supposed to get the pirated version anyway? the dynrpg site never said anything about this

Dropping links to illegal software is against site rules, even if the site, itself, clearly supports games made with said software. The best I can suggest here is a Google search.
Also worth mentioning -- DynRPG is some pretty advanced functionality really aimed at experienced 2k/3 users. If you're having this much trouble just getting 2k/3 set up, consider trying without DynRPG first or even looking at one of the more modern makers (which include more accessible scripting tools that make tools like DynRPG unnecessary)
