What engine was this made in? RM2000 or RM2003, I guess?
The battle system itself seems fairly easy for me to make using events and Pictures, but what might take a lot of time to make are the art and sound assets you will need.
I recommend having those ready before you pay someone to make the battle system.
Also, have you made games before?
Would this be your first game? If so, I'd suggest that you make a few games yourself first so you can become familiar with the engine and its possibilities.
