On a tablet running windows with nothing plugged in. I've uninstalled drivers, restarted, ran a tool that was supposed to help and other stuff, but no dice. Any ideas?

Do you have a controller attached to the computer, because sometimes that overrides the controls. Maybe uninstall or at least disengage the controller if you do.
