CloseI had not put magic in his Features so, he couldn't use magic. When I added it to features, he had a skill that is not assigned to him.

I have started playtesting my game from the beginning and checking periodically to find out when it appears. Then I'll have a good idea what to check.
To my knowledge, there are no equipment pieces that award spells.
