That's RM 2003, He's using 2000.

Yeah that's one of the added features in RM 2003.

You ever thought about upgrading? RM 2000 is becoming (Slowly, but surely) obsolete.

RM 2003 is FRREEEEEE! (Watch Bedtime Stories :P)
You could always find a "misty" foreground picture, and use a Show Picture-Move Picture loop trick to get it moving. Though, it's hard this way, because you need to get the looping done properly. Otherwise, when the next loop begins, it looks as if all the mist instantaneously relocates. Which is a bit ugly. :P
Perhaps a Tint Screen will suffice for your game? It's much easier to use that command than pictures.

If your serious about RM than 60$ is really not that much, but if your not really serious than stick with RM 2k/3

Unfortunately, no.
After that you just have to make sure you import battle char sets and all the other RM2003-exclusive resources otherwise you'll probably get an error when you test play.
The way most people do fog is they have an image of rendered clouds like this:

(this won't work in your game because it isn't a 256 color png but I'm sure you can find something similar in another RM2k/3 game)
Then just make a parallel process event on the map(s) where you'd like the fog. Do a show picture (pick the fog, don't use the transparent color, but set the transparency to 50-70%), then do an 'Erase Event' command.
Of course you can use a loop and move the picture slightly, increase/decrease transparency, or whatever, but this is a pretty simple way and hopefully it should get you started.

Oh, Well i remember trying to open my RM 2000 game up in RM 2003 and it didn't work, so i figured that it wasn't possible, but I guess it ... is according to you
