I was originally going to use your post but it would have been more like an in joke.
Not sure. I feel differently than a lot of people on this topic- I don't think you should just go watch a bunch of movies and TV and then get inspired to write witty banter. If you're going to do a bunch of Airplane and House jokes, I'm probably going to be bored. But if you're going to watch these shows and try to actively learn the tropes and styles that make the jokes effective, maybe that will work... but you still have to transfer these jokes to a different medium entirely. A visual joke from Airplane like the Girl Scout brawl may not translate well to a 2D video game played on a computer.

A sense of humor can be developed, but I don't think you can prescribe a method to do it, and I think it relies a bit on an initial ability or attitude. If anything, just follow the age-old adage of "write what you know." For amateur games, I think the most funny ones are community games like Erave's Easy Mac series or maybe absurd games like The Most Stupidest Game Ever (Re-Duh) (maybe).

More often, I find myself writing witty banter between random NPCs not relevant to the story; I like writing silly stuff for them because of the fact that they're not so relevant, but I follow basic rules like good spelling and punctuation, and try to write 'smart' humor (and I enjoy limited success, I think.) For more important characters, all humor's got to be tied to either situations relevant to the main plot or to the characters' own personalities, opinions, and reactions. Anyways, all of this is the best description I can give for how I would create witty quotes...

Stupidest Game Ever was a funny game, however half of the dialogue was taken from Monty Python. Still I remember that being on the few rm2k games I played through multiple times. Easy Mac? Hardly funny.

Thiiiiiisss. Really, why force the humor if it isn't essential to your story? I mean, I do concede that very few people can pull off genuinely "epic" (generally the other end of the spectrum) spurts of dialogue without it sounding absolutely ridiculous, but I don't think that means we should lower our standards as a community. Shallow, stupid jokes are amusing, sure, but not really indicative of good writing. At all.

Also I am only saying this because I can't write anything but morbid, maudlin and melodramatic dialogue, sorry!

I will support that statement, because I'm 100% sure that they were invented during the Ghostlight era.
"I am a fucking hero." was Legion's.
