I think it depends on how the person compresses the game data. Like whether or not they include the RTP or include every file used in there game in the folder, then you wouldn't need RPG Maker to play the game. I'm pretty sure.

Yeah, it depends on if all files and the RTP are included with the game. If they are, you should be able to run the game without the need for RPG MAKER 2003 to be installed (because the game requires the RTP to run).

When you make the gamefile, just click "Include RTP". That's it.

I think he is the one wanting to play the games, not make them. (Correct me If I'm wrong)
