There's a lot of factors that go into it! Do you want an RPG that's like the actual Pokemon game or do you want an RPG that's customizable?

2k and 2k3 can be downloaded if you search through google -- we can't provide a link here on RMN, that's illegal.

RPGMaker XP and VX can be bought.

which one do you think is better 2k or 2k3?

2k has a better default battle system, and 2k3 has a few more options and capabilities that 2k has, but they're mostly the same. I recommend 2k3, but I don't use default battle systems anyways. Most people pick 2k3 over 2k, I think.
