You would change the MIDI controller called "pitch bend" which is normally set to zero and goes from -127 to 127. When you slide it mid-note, it creates a scooping effect that I am pretty certain is what you are describing. It's possible in any basic MIDI editor. It would be easier to do if you used a keyboard to input your notes and just used the pitch bend wheel, which is on every keyboard I have ever seen.
