Should I integrate a bullet system into the game? such as every time you attack you would lose a bullet in your inventory?Need some ideas toss me some people.Also would it be possible to make the monsters attack delay for a couple of turns and make it seem like hes moving towards the survivors, then as there close enough the infected/zombie would attack the survivor?
Hmm... I don't know about having the zombie move closer and closer myself (Although I'm almost sure I've seen it done), but for bullets you can rename MP bullets, then make a battle event that basically makes it so every time a character uses the attack command, 1 mp is used.

Now I didn't test that, but I don't see why it shouldn't work. Just make a new page for each character.
Now if you wanted to make reloading possible then obviously make a medicine called ---- ammo, for whatever gun/caliber, and set it to recover a full clip/mp bar.
