There's no way that I'm going to believe that everything except gameplay is unimportant. Yes, gameplay is the most important, but music, graphics, and aesthetic count too.

Yep, that won't have any impact on my enjoyment of the experience at all! No siree! Gonna toss all of my video game OSTs in the trash. They're stupid, they don't count for anything. I'm merely taking the statement at face value; "Everything except gameplay is unimportant."
To be fair, I think a game should have their priorities as:
I can enjoy games that have other priorities, such as Xenosaga, but they almost always feel like games trying to be something other than a game.
Gameplay > (Story + Setting + Characters) > (Graphics + Music)

Gameplay = (Story + Setting + Characters) = (Graphics + Music)
Though it looks terrible mathwise, it essentially means no aspect should be completely neglected. People should not look at what's important, but what's actually considered and what fits.
Gameplay does not need a story, barely a setting and barely characters. Don't confuse RPGs with the general idea of a computer game.

This is RPG Maker we're talking, sir. The RMs can create games of all kinds, but I assume we're focusing on RPGs for this discussion since that's what the RM series excel at.

Also, I think statistic gave some really good insight on the matter, and maybe even pintpointed my reasoning better than my own thoughts did. If anyone skipped over his post because it's a bit wall of texty, go back and read it.
Speaking of statistic, he posted a link to Flixel the other day, which led me to a flash game called FATHOM. To anyone who has any doubts that music and the right graphics (they aren't over the top in any way, they're just done right) can make a game amazing, just check it out. No download, since it's flash, and it's very short. http://www.adamatomic.com/fathom/ Adam Atomic and db Soundworks are both masters of their craft as far as I'm concerned.

I agree with you. The 'hilariously incorrect' statement that spawned a clusterfuck of confusion was because I thought that Darken was saying 'This, this is correct' in reference to 'everything except gameplay is unimportant'.

Yours is closer to how I think of it. I break it down by senses:
Game = Graphics (sight) + Gameplay/Interactivity (touch) + Audio (sound)
Story I just toss under the mighty Gameplay tent. I figure it's value is akin to something like the action of jumping. Neither is required for gameplay in a general sense, but a story is to RPGs like jumping is to platformer's. Plus a story seems to be capable of carrying the entire Gameplay section by itself. A Blurred Line, and The Way series the stories totally compensate for some other dubious mechanics that would drag the games down several pegs otherwise. Historically it's usually the story that takes a backseat to mechanics, so it might just be a indie game phenomenon that it can go the other way.
