If you aren't using any scripts that alter the menu, I can tell you how to do this easily. If you want more control as well, however, I suggest Yanfly's Main Menu Zealous.

I am really curious...are you bypassing the "Change Save Access" event command because it is inelegant or are you simply unaware of it?
