A dotted line in-editor won't work because the editor's font isn't monospace. The following steps do work:
1) Open Notepad. Type 12345678901234567890123456789012345678901234567890.
2) Resize the window horizontally to fit the above line.
3) Turn on Word Wrap.
4) Type your text in, with manual line breaks.
5) Copy-paste into the editor. Profit.
