(RM2K3) ENEMIES NOT USING BUFFS

Yeah, it's real strange. They'll use healing abilities fine, but they will not touch Buffs like ATK/DEF/INT Up, Haste, or any of those. They'll just do... nothing instead.
For some reason, Rm2k3 enemies won't use a spell on themselves that only sets a condition like reflect or double defense. I found adding one point of INT gain fixed this problem, and since INT is a broken stat you hardly notice a change outside the status effect.
You can also increase an elemental resistance to make enemies use buffs. I had an element that was never used except that enemy buff skills would increase resistance to it to actually get enemies to use the skill.

Ah ha! Excellent. I never thought of doing that! And now it works. I just made a useless buff, like GRS said, and now they finally cast Buffs. Wah ha ha!

Oh, is this some sort of known bug in the RM2K3 battle system? Such a buggy system. I'll just have to do it with switches instead.
I am 99% sure I did not encounter this. I remember giving dudes (Alphas) attack buffs in Iron Gaia: Virus without using any of the above workarounds. So I have no idea what is causing this and I'm not completely sure it's universal to 2k3.
I think enemies in Between Two Worlds (and maybe eldritch?) used buffs as well.
