can rpg maker 2003 run on a windows 7 machine?
If so should i use Vx or 2003?
I hear that vx has a large amount of issues, is this true
and if so, what type of issues?

If you want a retro styled game easy, or aren't very familiar with RGSS, I'd pick 2k3.
If you're nostalgic, 2k3.
If you have the tech know-how to learn RGSS2 then go for VX. It's capabilities more than make up fora couple any of Enterbrain's failures, and, unlike 2k3, if something is bothering you about the engine you can fix it.
Also, I personally think VX has a better looking interface. :)
Imagine you have a choice of two hats. One of them is an old favorite, a little old, patched up in some places, and worn, but it's tried and true and you love it for the most part. That is 2k3.
The other one is VX. It isn't actually a hat at all, it's just a bunch of parts of a hat. Feathers, leather, cloth, everything to make an amazing hat is right here, granted a few of the materials are less than stellar, but it's still all there for you to make the next great hat. You just need to know how to make hats.

This is pretty much the best analogy I've seen for this.
Both work find with Windows 7. Just don't put the editor or games into the Program Files folder. (I'm not sure if that is an issue but I never did and I got both to work on Windows 7)
