CloseI loved Mother 3's soundtrack, and I can listen to every track without getting tired of it. As for the ones I didn't like... Yoshi's Island DS has a very drowsy soundtrack.

^I forgot about Sonic and Ocarina. Sonic 3 + Knuckles were the VG soundtracks of my young life in the 90s. Ocarina was mostly great too.

Most Overrated: Final Fantasy 8
Now granted, there ARE a lot of good tracks in this game, (and I'm still not very far yet, I just started it), it pales in comparison to the great ff7 and ff9 scores.

Joint 1st -- Persona 4 and 3
2nd -- Eternal Sonata
3rd -- Final Fantasy XIII
I was thinking about whether FF VIII should go in there, but it was just left out in the 4th position. I've got the whole soundtrack playing in the background while I type this too.
As for overrated soundtrack.... no idea. I generally like most video game soundtracks so it's a lil' hard for me to give an answer to that.

I feel that FFVII has the most overrated soundtrack. It does have a lot of great music, but songs like One Winged Angel where everyone orgasms at I feel are just overrated.
As for best soundtracks, it's a tough call for me.
My favorites are the ones to Golden Sun, Mother (all three) and Lost Odyssey. I can't really decide which one's my favorite or qualifies as best though.
Edit: Oh, I f*cking love Morrowind's soundtrack.

I like Rei's list a lot, other than not having heard much Michiko Naruke. My favourites list reads much the same, with the addition of
Yoshino Aoki - Breath of Fire IV
Hitoshi Sakimoto - Valkyria Chronicles, Final Fantasy Tactics (w/Masaharu Iwata)
Falcom Sound Team JDK/Yuzo Koshiro - Ys I + II, Ys VI (and presumably all the Ys games, reputedly having fantastic music)
Cing? - Hotel Dusk
Noriyuki Iwadare - Grandia
Masahiko Kimura - Suikoden IV (probably best thing about that game)
Norikazu Miura - Suikoden V, Tierkreis
And I've got a soft spot for the Pokemon soundtracks, Tenpei Sato's Nippon Ichi stuff and Motoi Sakuraba's admittedly quite samey stuff as well. And haven't played a lot of the games, but of what I've heard (mostly battle music) Kenji Ito's Romancing SaGa 2 and 3 music is really good as well.
Top 3, err... I know Suikoden II and Final Fantasy Tactics are the top two... and probably Breath of Fire IV in third.

Oh, by the way, the ALL TIME WORST EVER MAKE ME VOMIT soundtrack of all time is the RTP soundtrack from rm2k/3..... if anyone here used ANY of those tracks........ shame on you.

edit: also just cool old nes soundtracks in general because they are basically the early 90s equivalent of the BBC Radiophonic Workshop in terms of jamming bizarre avantgarde electronic shit into kid's stuff and there's nothing about that I don't like. Fuck boring quasi-symphonic RPG soundtracks, listen to creaky noise every day

Final Fantasy 8's soundtrack is FAR from overrated. Yes, it's commonly considered the best of the PS1 Final Fantasy soundtracks, but random 7 and 9 fanboys are always bashing it.
