I know that the default size for human sprites is 16x16 pixels, but how would I increase the size of the characters? Say I wanted a HUMONGOUS dragon character, How would I make it be able to move and such.
Depends on what platform you're using. I'm pretty sure RMVX has no size limit for the charsets you can use. 2k3 and below, however, use frames that are 24 x 32 for each block of the character's sprite set.
So, if you are indeed using an older engine, you'll probably have to break up the dragon into separate blocks and use multiple events for each part of him. Get them moving in synch with each other and the illusion will be complete.

Or if you're using RM2000 then this is just the patch for you to use ^^

If you don't want to patch a lower maker, you could always just alternate between a few pictures to create animation. Admittedly it wouldn't have a hitbox, but I'd assume your massive dragon is only in a cutscene anyway.

16 x 16 sounds like VX
VX tiles are 32 x 32. 16 x 16 sprites would be... tiny.
