In RMVX, has anyone else had issues with the passability? Cuz my TileA doesnt listen to the passability
(eg. I can walk through everything in TileA, including walls, tables, water, etc. even when they have an X over the picture)

Could possibly be yet another glitch in the program, I ran into the same problem quite a while back. Another possibility: are you running RMVX in administrator mode? (If using Vista or Windows 7) It might be blocking certain changes for some reason.
Do you have an invisble passable other tile (B,C,D,E) on top. That will mess up the lower passability.
Make certain that the top-left-most chip in TileB is set to a star.

When you create a new map, the top-left-most chip in TileB is painted over the whole map. If you set that tile as passable, the game will go "hey, this tile is supposed to be passable". You get the same effect if you for example put a bridge above water, even though the water isn't passable, the bridge will override the passability of the water.
