Absolutely no idea. We honestly can't help you here since this is something that you need to decide on. Good luck on it, though!

Unless you're already far into your project, I would recommend using VX, as you can simply script this in. But, if you've put a lot of effort into it already, then:
1. I can't name the game off of "Arcana". If you put up a summary then maybe, although the fact that you don't have a name is making me think you're just starting.

It's your game. Name it whatever you want. Don't limit yourself by thinking it must have "Arcana" in the title. Unless, of course, whatever arcana turns out to be is a main theme of the game.

The first example looks better as far as an overdrive meter is concerned. Personally, I would want the bar independent of the faceset, but that could get ugly (code-wise) very fast.

@KingArthur&Idida1&Lennon&Marrend: You do reliaze that my faceset's placement a bit up right?( look at my first exemple, compare beetwen my edited face set and the original) It just make Rein's( my Hero's name) want to hit the Ceiling( if you know what i mean)
