I have tried the list in Feldschlacht IV's topic and Resource Museum here, but they're a no go (Maybe I am a terrible researcher, but I googled 'em and that was no help what-so-ever). I am wondering where people get their sound effects, especially one from commercial games. I am not looking for a game specifically, just curious of how or where you guys & gals get the sound effects.
Ragnarok Online's DATA.GRF file houses hundreds of sounds effects. If you have that game handy, you can get at their .WAV library by downloading a "GRF Extractor"
(I only suggest this because RO sounds aren't all-too-common in RM games and are of good quality and availability)

I used Gens+'s wave dump function to capture sounds from the Sound Test mode on some games on the Sega genesis. I also used SFXR to generate some really great old school sounds. I used Audacity to clip the ones I got from Gens+, works great for WAVs.
Trickster Online also has a bunch of the canned sounds you hear in other multimedia works, all in WAV form to begin with in a folder so there's no extracting you need to do. However if you've seen lots of low budget movie titles, these are sounds you've probably heard so much.

I would agree with you that is until I found this: SFXR
Procedurally generate any sound you wish. The be all and end all (for most sounds). There are some sounds it can't do, these are generally highly unique sounds anyways.
