More specifically: music from other games, movies, anime, shows, etc.
For example, is it "OK" to use the song Krieg from Soul Eater in a video game I'd like to make. So long as I don't take credit for the music as my own, can I legally use it?
No you can't. Unless you somehow try to pass it off as fair use. (Making a parody and/or using only a very short snippet). Otherwise using other people's stuff without permission is always illegal.

On the other hand it's unlikely that anyone will ever care. As long as you don't live in the illusion that it's legal in any way.
As long as you put the name of the song who made it
and where you got it from in the credits
but you cant use it legally
For any pieces of comercial music, you would need to credit them and contact the composer to get the right to use it (It would cost money though). For freeware music, credit the composer and you're all set (Unless the piece has copyright on it, then you need to contact the composer for permission).

All pieces have automatic copyright. You can only use other people's music if they have expressed that it can be used for other people's projects. (Like a copyleft license of some sort)

And not crediting the original artist is a completely different issue and you should always credit the creator of any things that aren't your own. (unless the creator wants to stay anonymous or something)
