ADDING/CHANGING CHARACTERS IN SMBX

My question is, is it possible to remove, add, or change characters in Super Mario Bros. X? For example: adding several new characters who play in their own fashion, use their own power ups, and who are obviously not part of the Mario Universe? Or perhaps hiding or discarding any of the five characters currently usable in the game?
This of course would also have to be applied to NPC's, tiles, and the backgrounds so as to create levels that fit with the project's style. I can doctor up some photos give an example of what I want if necessary.

You can replace graphics, but I don't think you can change any of the physics or mechanics behind any of the characters. So Peach will always behave like Peach, and be able to float (for example).

You cannot change any of the mechanics, only visuals. I asked this on the official forums before.
You can alter some properties of NPC's but you cannot change their main function. Example, you can make mushrooms float but you cannot stop them from giving a power up.
Basic movement I'm not worried about. I was planning to use different power ups but I suppose I have to work around that. This presents a few issues, but the visuals can be changed, which is a step forward if anything.
Actually, while we're on the subject, what language is SMBX written in? I thought I read somewhere it was done in Visual Basic, but I'd like at least another source to confirm.
I heard it was VB, but I can't remember where I saw it....wait...it was on GameJolt

Your best source of into would be the offical SMBX forums. Some of the people working on the engine do post there.
