Umm... You can't. Plain and simple. It's a program designed for a Windows platform. Unless you yourself want to find some way to write an RPG Maker program in whatever language the phone runs in, then it's not possible.

Can i ask as to why you would want to use any rpg maker program on your phone. It just wouldn't feel the same making it on that tiny little screen compared to a normal sized computer screen.
Though Japan will probably end up making one for the phone anyway.
