Does a Pokémon engine exist? I'm not talking about scripts for RPG Maker but an easy-to-use faithful engine like SMBX is to Mario.
There is, actually. It's called AdvanceMap, you can find it pretty easily on google.
I only fiddled with it for a bit but I think it was pretty similar to Lunar Magic. Which means that you'll need a ROM of the game.

I'm pretty sure advance map can do a lot, since almost every Pokemon hack was made using it. But then again, I never extensively used it myself so I wouldn't know.
For Pokemon roms, there's a set of like 10 different programs that do seperate things, advance map being one of them. I think most of them are like AdvanceMart and AdvanceStarter, so google those and you'll probably be able to find a set of them.
But those are for GBA. I'm not sure how much there is in the way of 4th/5th gen rom tools.
