It happens, when a enemy does that.

Because you probably set the paralyze status to never ends naturally. Since you'll die anyway if all your characters are forever paralyzed, it's quicker to just end the battle.

If paralysis is perminant and there is no one to relieve your paralysis its game over because the enemy would beat you to death...
