Long story: I couldn't find a good background, and this was the only good one I could find. This was before I decided to use RTP backgrounds, but I decided to stick with it anyway out of convenience.

Short story: I am very lazy and terrible.

You really, really should not resize any images beyond 120% (or even 100%) of the original. Your graphics program interpolates the missing pixels which basically means it "guesses" what should be there. The result... Well, you'd only have to look at this image to understand.
