Fixed the Chemist Oil mixture that targeted an enemy rather than an ally.

Tweaked a few Sniper traits to better make use of him being the LUK class.
1. Raised his overall MAX LUK Stat.
2. Gave his Class a default +4% on Criticals (All Guns will add to this)
3. Improved a few skills that use LUK stat for damage by adding a multiplier.
