I had a question about legal stuff.

It is legal to sell a game made in XP, VX, Ace and IGM as long as:-
+ You legally purchased the engine the game is made on.
+ You have full permission to use the resources you used in a commercial venture.
+ You have full permission to use the scripts you used in a commercial venture.
+ You created the game and/or have the permission of the creators of the game to do so. All creators, not just one, in the case of a team game.
+ You comply with the EULA of the engine. That is, no hacking the engine - not that you need to with the amount of scripts out there.
+ You do not infringe on copyrighted or trademarked works (fangames, for example) without the creators' permission.
Resources can range from custom to RTP to commercial-use. For RTP files you may only use those that you have bought the engines for - ie, if you purchased XP but want to use Ace RTP resources you have to actually buy Ace to do so. The licence for those resources is included in the cost of the engine itself (which is why there's a pretty constant cost rate for the engines).
Also note that as you cannot get a legal copy of 2k3 and (I assume)95, this means that they cannot be used and games created in them cannot be sold. So, there's that. You can by RM2000 in Japanese but any edits to the engine that translate it to English is illegal and thus makes your ability to sell illegal as well.
It's rmw's site, though, so we can't do anything about it. Try PMing one of their mods perhaps?

I was always led to believe that it was illegal to up and sell RPG Maker Games made with any of the software made (VX Ace, VX, XP, etc.) whether or not it was acquired legally or illegally. But then a friend of mine showed me this.

Yes, you can distribute games you created with RPG Maker XP/VX or IG Maker, using its included (or added on) materials, as freeware or commercial ware. You are also allowed to modify the materials with other software such as Photoshop, provided they are only used within RPG Maker or IG Maker software, and not sold/or distributed. You can also include your own graphics and music if you wish. Please ensure that those games do not include any material which infringe others' rights.

stuff I'm "working" on - 1337 GrAphiCz are as sweet as the first pong... maybe
If I may criticize a bit, being fellow newbies and all, I love the layout of this cathedral's courtyard. I think it's a pretty detailed set up, but what I have qualms about is the use of that, red table(?) next to the fountain. Aesthetically, it just doesn't look good next to the fountain (in my opinion). If you placed it somewhere else, or got rid of it entirely, I think it would make the map more appealing. It's like, kind of sticking out rather sorely.
That's my only qualms with this map. Otherwise it is a damn good map, very detailed. I love it. Anyway I am returning the favor of saying hi since you said hi in my thread. I hope you find my insight helpful (or not, it's your map after all).

Yes you can parallax map in 2k3 but keep in mind the limited colors restriction! 256.

I got my hands on RPG Makers 2k3, XP, and VX Ace - but due to my laptop sucking really hard (I have an HP Mini Netbook) I don't have the proper horsepower to run the higher RPG Makers; so I've been sticking with good ol' 2003 which has served me well. Two years after scratching my head at trying to learn the program, reading a dozen tips and tricks, tutorials, and finding resources for it - I still haven't produced anything of value and have embarrassingly limited experience with the program. So I decided it was high time to join the site and see if I couldn't get help from members every once in a while (expect major pestering, maybe lol).
My biggest question for RPG Maker 2003 is this, and I have looked around to find the answer to no avail: Can you Parallax Map in RPG Maker 2003?
I have Photoshop, I've seen what it can do, and I would jump at the chance to learn how to do it if possible for 2k3. Just point me in the right direction of where to learn it! Thank you.
