norman,I went to the library at Night Quarter and got the answers:

5 switches:

there is three in middle row and two on either side.walk straight up on the 3 switches,all the way to top.then switch on right top,then switch on left on bottom.

There was a map way back in the building we started this hellish trip in.but it goes like this.

starting on the bottom by door walk straight up and step on those 3 switches,then the top right,then the bottom left

first I like to thank you for the solution for ice shrine(was starting from bottom instead of top).but now stuck again,top floor of Solthurn Tower.room has switches on floor,but can't figure out what to do.
