If I own a license to the program, can I edit the RTP and use it in my commercial game?

I'm no expert, but I've seen people say such a thing is fine before.
As I understand it a license for the editor is also a license to use the RTP in any other Degica RPG Maker product. You can edit the RTP but the license of the RTP doesn't change, you can only use your RTP edits in a RPG Maker game.

I'm not affiliated with them in any way so if Nessiah or Liberty pipe in take what they say over anybody else.

Almost, but not quite.
You just forgot that you need to own the engine you're using them in as well. So if you wanted to use XP RTP files in Ace, you'd need to own both Ace and XP legally. The license cost for the resources is included in the price of the engines.

That said, you may edit and use as long as you have the licence to use them. In fact, it's pretty much expected. Have fun!

OH! But for store packs, make sure you read their Terms and Conditions because the creators have different rules for their stuff. For example, Celianna's Futuristic pack allows you to edit as you will, but edits cannot be shared and you have to lock up your project as best you can so that people can't get at them (this is the same with most store packs, btw).

Also, I'm pretty sure that some time in the future there will be a 2k RTP pack for legal use. They've been talking about such a thing for a while now so it's bound to happen - it's just a matter of when.

Actually yesterday in irc Esrever said you can buy the japanese Rpg Maker 2000, which allows you to use the RTP commercially. You can pay with paypal and it costs only 3024 yen which is roughly $25 USD / 22,5 €

I believe this might have been the link: http://tkool.degica.com/a/rpgmaker/2000
I'm at work right now so I can't exactly confirm further.
You can try, but actually paying for it is a hassle unless you have a friend in Japan who will do it for you. Nessy had some trouble getting herself a copy, iirc, because it'll only take Japanese credit cards or something like that. Whatever the case, it's extremely hard to buy the Japanese versions of 2k/3.

But if you can pay with paypal then it doesn't matter where you are from I think.

Also, if I can edit the graphics commercially, I take it I can remix the music commercially, too? What if I wanted to sell my game's soundtrack and it was made of remixed RTP tracks?
I imagine it would be the same as trying to sell edited graphics because the sound is as much a part of the RTP as the graphics.

I don't think you can pay with paypal, though, or if you do, it has to be Japanese. I just know that people who have tried to purchase it had to go to extraordinary lengths to get their hands on it and it's one of the reasons so few have it.

Why do I have such a hard time grasping the licence agreements. Can Rpg Maker VX and XP RTP be used in commercial VX Ace games? Can they be edited?
