I think the time here is set to UTC +0, unless if you entered some other time zone in your account settings.

Yeah, in account -> settings you can change the times. (and check what your current time is)

also, the owner of the website lives in a backwater province of Canada that doesn't observe DST, so it doesn't bother him personally.
