On a scale of 1-10, how weird is it for a guy to go outside at 5:00 on a foggy morning and walk down the railroad tracks into the woods?

It depends on the railroad tracks. If it's an electrified track then it's probably incredibly dangerous (so they say at least) and the electrified tracks tend to have fences on either side most of the time. So then it's a 7.
If it's just railroad tracks (especially if they are barely used railroad tracks) then it's a 3 or 4.

But if he has a machete it's a 6.

If you weren't dragging a body sized hessian sack behind you then it's not that weird at all.
Yeah, for all anyone seeing you would know, you probably wanted to hitch a ride on a train or had somewhere to be near the tracks - maybe for some kind of work or meeting someone. At worst they might have thought you either homeless travelling bum or drug dealer meeting with a supplier.
