For a sake of balance. I feel that 2 loses equals 1 gaining would be to much. 2,5 should suit better. Numbers are arguable, so you can propose your numbers option.
Also, 2 points for aye is necessery to make 10-bonus and 4-penalty more valuable. Because this game is more about proposing and not voting, so it should be this way.

An amendment to this amendment - whenever rule is declined, player loses 4 points. And instead of gaining 4 points for aye (too easy) it'll be 2 points.
We need some penalty too! Also, 4 points for aye is just too much. This is pretty much what I've proposed earlier.

Also, it was good game, though it wasn't the game it supposed to be. But not really Liberty's fault here, her idea just very... unrealistic for realisation without alot of preparation and experience to foreseen every way to spoil the game. :)
