Someone know tell me how that makes the translation of RPG Maker VX Ace?

That is, all the menus and tools in RPG Maker VX Ace are in Japanese or English and i want to translate them into another language. I want to translate for Spanish, for example.

I've heard of some software called: Resource Hacker, DLL Export Viewer. Maybe that could help.
