I have one character who is such a heartless jerk that even I'm starting to hate him...

FF8 might not get another representative since it got one last game ;w;

also: Selphie might not make it in since she was in Kingdom Hearts. Laguna ended up in Duodecim because he didn't make it into BBS, so...

Yes.

Leander has the most absurd sense of fashion. I.E he literally takes what he feels is the most ridiculous thing for the time period and wears it completely seriously. There is one occasion where he doesn't do this, and it is a super rare move on his part.

He does love high heeled boots though, because he's short.
