How can an RPGMaker game that uses blatant edits of Suikoden 2 sprites be sold on steam?

Poor quality control on Steam's part, just like every other example of abuse on that platform.
Looking under your display pic, I thought that jimquisition was pretty funny. but it angers me. I want to leave a post on the discussion, but I fear the backlash.
If it's the game I'm thinking of, they lash out at anyone who so much as hints at them using rips, even going so far as to talk about suing over it. When I called them out for it, after matching up actual images, they about screamed bloody murder and legal systems for daring to even hint that they'd ripped graphics. Fuckwits.
Sent a report off but god forbid steam actually care. Pity Konami no longer makes games.

It's called Terra Incognita, I didn't watch the video, but the graphics are used for a sideview battle system, then the Suikoden sprites are meant for a 3/4 battle system.
That's the one. I'm apparently banned from posting on their community page:
"You have been permanently banned from all Terra Incognita ~ Chapter One: The Descendant discussions.
You were banned by a Terra Incognita ~ Chapter One: The Descendant developer.
Reason: "These sprites were made by myself or one other commissioned pixel artist. It has been pointed out various times - That the sprite graphic style is very similar to Suikoden. But accusing a developer of theft or copyright violation is slander. Which is a serious legal mater in my country. If that sort of thing affected sales or distribution, you could end up in court. Please be more careful in future. Thanks."
I just bought it, am going to LP it and point out every theft. I'll be fair, but I won't be happy. Then just shy of the 2 hour mark I will get a refund.

They more-than-likely pose-jacked/eyeballed the original sprites while making them... Which still isn't legal and they should still be reprimanded for it.
Why does it seem like all the indie developers who post stuff on steam act like jerks to their consumer base? I just figured that everyone would go there with a sense of professionalism?

author=Ratty524Hehe... That's funny ratty. Steam? Professionalism? Pshaw :)

Ain't nobody got time fo' professionalism yo.
My main concern is not that they're earning money out of someone else's work (I mean, AAA's do that all the time), but on the fact that they make everyone else look bad. These kinds of people are the reason why indie developers are generally looked down upon :(
So steam is pretty much a slum-hole, huh?
... Now I have confidence that I can make a commercial game for that platform!

Speaking in broad generalities, the kind of personality that gets into gam mak is often not a personality drawn to sociability. This often manifests in social problems.
You don't find it in games with a larger staff because they usually hire someone who is drawn to sociability and has training in PR to take care of that stuff.

TBCH this is what has led me to consider making stuff for Steam, myself.
I just watched Libby's LP of Terra Incognita.
Like wow the map design and artwork looks bland.
Like wow the writing is hilariously bad.
Like wow the battle system is uninspired.
And yet again I can point to so many RPG Maker games that were non-commercial that look and play better than this. $0.99 is even asking too much.
